All purchased civilizations showing as not available, already tried to do all the vodoo eariler suggested in various thread on this forums, none worked.

  2. Enjoy trying to use purchased content

Sadly the Microsoft store often has these kind of issues.

Support went nowhere, just told me that it has something to do with Microsoft store and create case there which is impossible to do since there is no direct support for Microsoft store purchase (at least I did not find one).

Iirc you could contact the Microsoft " sales support " they also have a Live-Chat to assist
