Cannot reliable connect when restoring saved multiplayer game

Issue:

When restoring a saved multiplayer game, after receiving an invite, the other player is just shown the waiting-for-lobby screen.

Reproduction Steps:

  1. Begin a 1 vs 1 multiplayer game and save it.
  2. Exit and restore the game.
  3. Invite the other player.
  4. Often, the other player is just left waiting to connect to the lobby. Both games must be restarted completely from Windows before the restore attempt is successful.
