Cannot unload transports

Issue:

In the most recent build, I cannot unload more than 3 units from a transport at a time (it says there is not enough room). It doesn’t matter where I am trying to unload them or how close I am to the shore. This was not the behavior previously. Is this a bug, or a new feature? If it is a feature, why? It is most annoying.

Reproduction Steps:

Here’s how to reproduce the problem:

  1. Fill a ship with 10 units
  2. Attempt to unload the ship at any position on the shore and at most 3 units will unload.

Me too. plenty of room to unload - still will not work porperly

The micromanagement currently needed to unload a boat with 20 units is unbelievable.
