Can't abort Flare by pressing Esc if nothing has been selected before

If I press the flare button or hot key and decide that I don’t want to flare after all, pressing Esc only works if something (building or unit) is currently selected. Without a selection, pressing Esc doesn’t abort the flare. (You can still abort it by pressing e.g. the TC hot key and then pressing Esc, but I’d expect immediately pressing Esc to work as well.)

Here’s the steps to reproduce the issue:

  1. Press the flare button or hot key
  2. Press Esc
  3. Nothing happens, flare mouse pointer still visible

Pressing Esc aborts the flare no matter if something is currently selected or not
