Can't build Blacksmith unless you make a Lumber Camp first

:arrow_forward: REPRODUCTION STEPS

List the steps to reproduce the issue... Be descriptive!
  1. Go up to Feudal Age with a Mining Camp or Mill or Barracks or Dock (DO NOT MAKE A LUMBER CAMP)
  2. Upon hitting feudal, Try to make a Blacksmith, upon realising you cannot for some reason.
  3. Make a lumber camp first, then you can finally do it
