Can't Change Worker Elephant Hotkey

Issue: The TC hotkey to make worker elephants and the villager build hotkey to make worker elephants is not listed and cannot be changed.

Trigger Event: Open fully remappable hotkeys. Look under Town Center. There is no hotkey available to change making the Tughluq Dynasty TC build a worker elephant. Likewise under construction menu 1 there is no hotkey listed to change the build worker elephant key.

(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)

Repro Steps: Same as above.

Lost matches because my worker elephants were at the front and my worker long distance mined… Looked quite ugly…

another half-baked DLC where the issues will quietly get buried under the already massive pile of problems this game has.
