I can’t hear any unit voices. I don’t have any mods installed and the voice volume is all the way up. I’ve tried uninstalling and reinstalling the game but nothing works. The rest of the music/sounds works. This is on the PC version (via Gamepass).

I have the same issue. It’s really sad not to be able to hear the unit voices, especially with the new expansion coming.
Yes it seems it only happens at gamepass version.
Any workarounds for this?
I found out this bug is fixed when I install on C: instead of D:. Not sure why. Notably, when installed on D:, the path is "D:\XboxGames\8D9B5BB7-6442-4DFE-97D9-641BFB57C835" instead of “D:\XboxGames\Age of Empires IV” like it is on C:.
On C:\ it’s “C:\XboxGames\Age of Empires IV\Content”

did you reinstalled it or just changed the location of game?
Thanks for this. Your information helped me realise I actually had no idea where GamePass had installed the game (I would have preloaded it before launch back in October 2021). Turns out it was in the hidden folder C:\Program Files\WindowsApps all along. I suspect this was the cause of the issue - the game looking for files in C:\XboxGames\Age of Empires IV that weren’t there.
Long story short, by uninstalling the game and then reinstalling into C:\XboxGames\ I was able to fix this issue and the issue with the robot narrator: Narrator Issue - I hear Text to Speech instead of lady voice over

The game used to work just fine a few months ago, then after either a patch or update I started having this problem!
