I also experience that issue and have been unable to solve it. Unfortunately the error message you see is very vague, which makes it difficult to determine the cause.
Testing with the debugging tools takes a long time, because it occurs toward the end of the game in my testing. The code in question seems to just stop working for no apparent reason, and it’s happening with many lines of code.
I rebuilt the custom AI system, the claim system, and the victory system using an entirely different approach for each one, and it just keeps happening.
I’ve experienced the same SCAR error on official game modes, too, such as Royal Rumble.
To work on v1.9, I had to buy the game and DLC on Steam again, just to get debugging tools that work. The tools used to work via the Xbox platform, but something changed with app ID, and they never fixed the broken tools.
After releasing v1.9, I found many things are still not working correctly…
Uploading an update for the tuning pack still results in a new mod being created instead. The upload tool still complains about translations using inappropriate words, which blocks the update of the game mode, so I have to hit upload over and over again until it works.
I messaged support to report these errors in the past, and was told it’s because my mod has spaces in the title. Even if that were the cause for all of this (it’s not), it would be such a simple fix to allow for spaces in the title. I was asked to remake my mod with no spaces in the title and see how it goes. That’s not a realistic thing to ask (this is an advanced mod), and it’s not a solution to the errors either (asked to try and avoid them).
Some stuff has even stopped working correctly, like melee animations for king units.
I don’t experience these kinds of development issues on any other platforms I mod or develop for. I don’t expect them to fix any of the issues on their end, it’s already been a few years and the community seems to have remained unaware of these issues.
Suffice to say, I’ve completely lost interest in this game and making any mods for it.
