Chinese Mastery Shared Wealth Bugged?

I’ve been trying to unlock the Chinese Mastery “Shared Wealth”, but no matter how much gold is accumulated and collected as tax in buildings influenced by the Imperial Academy, it doesn’t seem to unlock.

So far I’ve tried with Lumber Camps and Mining Camps (although the building shouldn’t really matter).

Anyone else have the same problem?

It looks like tax gold accumulated only at military buildings counts towards this achievement.
Tried with a Barracks, and it unlocked.
