Same steps as the bug with the HRE, lining up scholars next to a pagoda and simultaneously placing relics inside the building. This bypasses the 1 relic limit and gives the additional food/wood/stone resources.
How damaging is this tho? You need to make 8 monks and then micro them all into pulling this off. Wouldnt it be easier to just build 8 pagodas and 1 monk?
They are limited to 3 buildings, like all dynasty buildings
