Which is why is good on the water boom, since you put your boats on whales and they dont suffer the nerf, while the vils go on mils to gather faster.

It is still situational imho, but very playable.

Also Besteiros are just slightly weaker than Ordinance Besteiros (the ones you get with the age 4 politician) and way more cost effective. The only issue is that Cassadores are so good that you dont really need besteiros

if you have 50 vills on food and 50 on coin then the -5% means very little while the +20% is pretty significant. even at a 40-40-20 split i still it is a good idea to send.
