BUG:
When building an aqueduct TO an existing aqueduct connection (as opposed to FROM) causes the distal cistern to lose its level until construction is finished. See pictures below.
In between, the right cistern becomes level 4 (I didn’t take a picture), but once you create a branch, it loses it because of the blueprint dissecting the current link:
