Issue: Cistern’s Favor can incorrectly be used on Keeps
Cister’s Favor (the ability on the Macedonian Dynasty version of the Cistern of the First Hill Landmark) can be used on Keeps. This seems unintended, since it has no effect. It doesn’t decrease the research speed of any of the emplacements or technologies. It does, however, use up a charge.
