Issue:Civilians do not drop of resources after building Town centre

Trigger Event:Civilians do not drop of resources after building Town centre

(this could be an action you or another player took right before the issue started)

Repro Steps: The villagers walk away after building tc with existing resources in had, they may go right to lumber where any collected food or gold is lost. Also when repairing a TC, theres no way to get the villagers to deposite the resources they are carrying.
