It’s pretty complex. It’s like if fishing ships cost 50 extra food and took 2 pop space but carried and harvested twice as fast. Plus it lets you use fishing ships as mini transport ships. You could basically get a 50 food fishing ship every other time.
Some sort of Petard bonus could be neat. What if they got extra bonus damage on gunpowder units?
Filipino gunpowder units already have extra bonus damage.
If you want a healing bonus, do a healing bonus. Just don’t tie it to anything, don’t make it percentage based, and don’t make it a value that won’t matter.
Ah, I thought you meant bonus damage, not BONUS damage. In that case, I’m not sure 25% is enough. Burgundians, for example, get 25% bonus attack on their gunpowder, increasing both their damage and bonus damage(I think).
But a Blacksmith bonus would be cool, too, because of Panday Pira 
Burgundians only get damage added to their base attack, not bonus damage.
Its not complex at all this is same as 2 fishing ships gathering at the same time.
Using a fishing ship as a transport is fine all you need to do is give it a carry capacity.
Fishing ships able to build docks is a great bonus. I think there should be more like it. Trade carts can build markets. Archers can build palisades. Longswordsmen can build towers
Adds alot of flavour and strategic choices
Fish docks on nomad would be great when youre out of fish or running from enemy fireships you dont have to send a vil all the way to make a new dock in a new location

Real-world demographics should not be the only determining factor when adding civs.
