Create a mod for 1000 population with no cheats

I really liked the new cheat that was made but I don’t want it to spoil the game with the extra resources and what not.

Can somebody create a mod or data/mod for playing with 1000population but leave the rest as is? There used to be one by KJ a while ago, but it hasn’t been updated since 2019.

try turbo villagers 2022 it was updated today for the new civ.
and could be what u need
