What’s the thought behind this name?

That in the Holy Roman Empire the emperor was chosen from among many nations by electors.

The Electoral Wealth simply refers to the fact that the countries that made up the Holy Roman Empire were wealthy and at the forefront of progress. Peoples such as the Alemanni (Swiss, Swabians and Alsatians), the Bavarians (Bavaria and Austria), the Franconians (Hesse, Thuringia, Rhineland, Luxembourg and the Netherlands) and the Saxons (Low Germans) are huge groups that would cover the numerous and diverse German nations, where each city was unique and had its own slight cultural identity.

Not sure if this name fits for the RoR part of the DLC.

Doesn’t have to match RoR. This would be the standard big DLC ​​for AoE 2, which would additionally include content for RoR (new civs using a brand new Architecture Set).

If you wanted the name of this DLC to be universal, the DLC could be called:

Kings of Germania
