It is not possible to use a custom civilization technology file since they were moved into separate files. It only works if the original file names and civilization names are kept unchanged in the civilizations.json file.
The only issue with this is that the original names must also be kept for the graphical files. This can lead to conflicts, because currently it is not possible to add certain graphical files from widgetui into the data mod package in a way that makes them appear properly. They must always be uploaded separately, outside of the data mod package.

REPRODUCTION STEPS
- open civilizations.json file
- Change the “internal name” and “tech tree name” values for a civilization. (e.g: Britons → Saxons; BRITONS → SAXONS
- Create a folder named “CivTechTree” then open the folder, make a copy of the original “BRITONS.json” file, and rename it to “SAXONS.json”
- open “SAXONS.json” in Notepad/Visual Studio Code then change civ_id value to SAXONS then save
- Launch the game, load the mod in Skirmish mode, then go to the technology tree page.
EXPECTED RESULT
Technology trees have disappeared from all civilizations
