Demeter's Throne Relic oversight with Loki

Issue:

A relic found in game called “Demeter’s Throne” causes Loki Ox Carts to be made for free. This is a balance issue, as being able to make thousands of Ox Carts for free (and cost no population) allows them to meat-shield armies and buildings in a very imbalanced way.

Trigger Event:

Placing the relic into the temple.

Repro Steps:

  1. Play Loki
  2. Find a map that has a relic called ‘Demeter’s Throne’ on it
  3. Use a Hero to place the relic into your temple
  4. Place thousands of now free ox carts.
