I would try to repair your game files first using the Steam client. Also I’m really not sure how well Intel HD 3000 graphics is being supported. Theoretically speaking is far from practice these days.
I already did that, I already uninstalled and installed again and I checked the integrity of the files using steam client and the problems persists, and in the minimum requirements appears that I can play with Intel HD 3000 Graphics
You also run Windows 1903 version?
How much internal memory, is it 4 GB?
I would also check manually through device management if there are any updates available for your Intel HD 3000, audio, network and everything below system devices. Make sure you enable show hidden devices. Just right click them all and check for updates online.

The HD3000 doesn’t seem to fully support DirectX 11 so it’s a not supported integrated GPU. If it’s being listed as sufficient it’s incorrect and Steam should change the minimal requirements.
I am also encountering this problem:
Age of Empires II: Definitive Edition minimum specification requires a DirectX 11 compatible display adaptor. This computer does not meet that requirement.
I have DirectX12 and my system should meet the requirements:
Processor: Intel® Core™ i7-2670QM CPU @ 2.20GHz (8 CPUs), ~2.2GHz
Memory: 8192MB RAM
My graphics card is a Geforce GT 540M.

Welcome here. At the moment I would like to advise you to wait for next build. It’s coming out this month and I’m sure they put a lot of effort in it to get all these kinks out. After next build and if still not good enough you could always upgrade your GPU to something better dedicated instead of integrated.

So I recently just updated my gaming laptop and now aoe2 DE won’t run. When I launch I get the following error message.

I have the latest windows and DirectX 12 updates installed so not entirely sure what’s wrong. I haven’t been able to find much online to help either. If anyone has any information this would be really helpful.

Hello, firstly thank you for the reply and help. I have indeed tried this along with everything else suggested in this thread.
I have reinstalled the game multiple times, I have reinstalled directx multiple times, I have reinstalled vc_redist x64 and x86, and I have also reinstalled drivers.
If you have anything further you could suggest I would be greatly appreciative.
I just see that your CPU model is just released (10th gen, 12 core), maybe some things go wrong because of that, e.g. code need to be adjusted and recompiled for this rather new type of CPU with Iris graphics built-in and additional GTX 1650 with 4 GB VRAM. The game should use the latter of course.
Will throw a few balls at the team regarding this, because your specs and installation look fine to me.
