  1. If i get the DLC, can i host a lobby with my friends who dont have it?
  2. Will i be able to choose sicilians or burg. as my civ?
  3. Will i be able to choose sicilians or burg. as AI civ?

Yes to all. Only your friends will not be able to play as Sicilians or Burgundians.
