Right now, theres no evidence of what the last civ may be
The ones that we are getting for sure are Tangut, Jurchen. Khitan and/or Xianbei seem very likely.
I sure as hell hope so. I been asking for Tibetans for a long time.

Tibetans are an officially recognised minority in China, their presence itself wouldn’t be an issue, so long that their campaign isn’t similar to Le Loi (leading a revolt against Chinese occupation, with obvious modern parallels).
