Does anyone know why?it's not much perfect

Russian blockhouse’bombard attack don’t bonus.why have a such design?For balance or just having fun?It can be balanced in a more directly way,cutting down attack figures or damage area,than removing bombard attack bonus as outpost,castle and fort have 1or 2 bonuses,which makes blockhouse bombard attack a bit strange.The sound and graphic both get an influence.When i talk about this,some will say if add bonus to it,it will be imbalanced.But i have to rebut,in official data,bonus damage always deals much less damage than the last one 0.25perhaps.Bonus times for horse artillery may be up to3,for others may be up to 2.Also,the chance of bonus is very low and these ratios including bonus distance is modifiable if too strong.Importantly,bonus damage is inside a damage cap that is twice as much as damage every attack.so can anyone tell me why it is?
