And despite Dravidians being classified as a naval civ and getting a fully unlocked dock, they don’t get a military bonus on warships that works in all ages, something cool that Berbers, Saracens and Vikings get.

I see a reason to introduce a naval bonus to all 3 Indian civs as a regional bonus. Making the elephant archer available to south east asian civs as well if need be.
