they already have, send buckriders, dismount them and send theaters on top of it, or train Highlanders.

they need to be musk in barracks without sending any card!
not having a musket unit is a main design function of the civ, which plays into their exceptional halberdiers and also their ruyters, which are sorta halfway between a dragoon and a musket, being 1 pop and cheap, but also a ranged cavalry. They do not need a musketeer at all beyond outlaws, natives and mercenaries.

No, i like play Dutch, i can make 30 musks with church card, 9 irish brigadiers and now can use buckriders and highlanders. Im fine.
