Can confirm, there is currently a workaround (holding down Alt will let you make movement orders).
To describe it in more detail: It will only allow units to have movement orders in a small area around their hitbox. I’ve a video of the issue, but cannot upload since I’m a new user.
I noticed this bug as well. I had some success moving units using an ordinary right-click if the right-click was on a flower or a chicken or other animal.
Can confirm. This bug is real.

Just tested after 17.30764 patch.
At first unit movement in the Editor was working fine. Then I restarted the game and I could no longer move anything. I restarted again, movement was fine again. This just kept repeating, every restart would result in an alternate state.
No idea what the determining factor was. I created some reproduction steps and recorded in what order the bug occurred.
The bug (for me) is that units of your current team (in the Editor) can only move to other objects and not empty terrain. Right-clicking empty terrain makes a cannot-do-that noise. Right clicking other objects (regardless of object type it seems) allows movement.
Reproduction:
Open AoMR.
Go to Editor.
Open Unit Placement.
Place Anubite.
Close Unit Placement.
Test to see if Anubite can move.
Close AoMR.
Here is the order the bug occurred. At some point, it went from alternating between normal and bugged, to just bugged.
Bugged = !
Normal = o
!o!o!o!o!!!
Edit: There are 11 more exclamation marks on the end here, that don’t show up for some reason.
I have no clue what happened to cause it to become permanently bugged again.
Tested again on the new patch 17.36100
The bug is still present along with the strange toggling behaviour.
I can confirm this bug is happening to me as well.
Hi, thank you for the report. For those who are facing the issue, please could you post a video of the behavior(you can use youtube).
Edit: This is also a known issue and is being tracked already Any other videos etc would be helpful for the devs.
I found movement works if your cursor is over an object and not if it isn’t.
