I stated that all of the resource upgrades were gone for every civ (it is presumed these upgrades are automatically researched at the beginning due to Set’s eye ability casting is free).
If you turned on cloud sync after the installation, you will continuously have this issue since the integrity of the files stored on the Steam cloud are corrupted (I have yet to find a way to override the files stored on the steam cloud) .
You have to delete the game entirely, and delete that Userprofile file after the re-instillation in order for it to work (the Userprofile file is NOT deleted after the game is uninstalled). I have yet to have this same issue and it’s been about a week now. Both my brother and I have NOT turned on cloud sync to date either and we’ve experienced no issues.
