English Transport Ship pop cost

English is currently only civ that has population cost of transport ship set to 1.
All other civs use 2.

Either this is bug or a undocumented buff for English. (Let’s be honest 1 cost transport would be better for everyone)

Not sure! My guess is that it’s part of balance, but I’ll look into it. Thanks @Woprok!
