This is still occurring as of Game Build 13.29985. For any non-Spanish speakers the error being described is that the “TEAM Great Lakes” shipment doesn’t apply any discount to the Native Dock techs “Improved Cordage”, “River Raids”, and “Legendary War Boats”, but do apply the discount to every other Dock tech in the whole game. This is clearly an error and isn’t reflected by the tooltip.
