Expulse units problems using alien ships, hotkeys have conflict despite avoid conflict option is activated

Issue:

garrison hotkey is not counted for the warning of conflict hotkeys.
use alt-x for garrision and use alt-x for expulse, you wont cant expulse using alt-x, and also the warning that alt-x is assigned to 2 hotkeys is not shown.

Repro Steps:

  1. add alt-x to garrison hotkey
  2. add alt-x to expulse hotkey
  3. see what happen in the video: the hotkey of expulse doesnt work unless player click in expulse icon but using the hotkey doesnt work because the game thinks alt-x must be used for garrison when the units are already garrisoned in the alien ship
  4. removing the alt-x assigned to garrison now i can use expulse hotkey alt-x
