Extreme AI fails to trade with neutral market on Michi

:play_button: ISSUE EXPERIENCED

When playing a 1v1 skirmish against the Extreme AI on the map Michi, the AI no longer trades with the neutral market that is spawned in the corner. The AI player still creates trade carts and attempts to trade, but it seems to constantly select its trade carts and send them to the neutral market (approximately once every second). Due to these constant commands, the trade carts never make it back to their own market to deposit the gold.

:play_button: REPRODUCTION STEPS

Here’s the steps to reproduce the issue:

  1. Play a single player skirmish lobby with the following settings:

    1. One Extreme AI opponent (random civ)
    2. Map set to Michi

  2. The AI player will boom and eventually cut through the middle forest to attack the player. While building up, it will create trade carts as expected but they will be forever commanded to trade with the neutral market (roughly once per second) and never make it back to their own market to deposit the gold.

Remark: The AI does not always initiate trading immediately with its trade carts, sometimes they move around aimlessly for a while first despite the neutral market being scouted.

Previously, the AI player would successfully trade with the neutral market on Michi.
