For Abbasid and Rus, F4 selects all TCs and the landmarks. On other civs and per the hotkey label, it is intended to select all landmarks including the capital TC, but not extra TCs.
However, having a select-all-tc’s hotkey is very convenient, so I’d prefer all civs be changed to be like Rus and Abbasid or that hotkey added, than this bug be fixed!
