Xbox won’t track the achievement while steam unlocked the achievement

Here’s the steps to reproduce the issue:

1. Play as poles

2. Build folwarks and farms

3. Wait

4. Play, create militia, and kill villagers with them

Were you logged into your Xbox account when you got the achievement?

Of course. Civ victory achievement can be acquired

I have the same issue on several achievements. However, I did notice that sometimes the XBox sign in is in a ‘hanging’ state. When returning to the main menu, it will say “Signing into XBox Live”. Is there a way to achieve the achievement again for XBox if you already have the Steam achievement? (I’ve tried with two and unable to get the XBox achievement to enable.)
