When I want to start the last quest for fiesta mexicana: Southern california (Baja California Sur), the goal is
crossed out in red and can’t be complete. I tried to begin it with inf ressources, normal ressources, at Age 1, at Age 4, but that stay locked.

Here’s the steps to reproduce the issue:
- Clic on Fiesta Mexicana
- start last quest: southern california (Baja California Sur)
- start the solo player game mode
- the game begin with the quest crossed out in red
