Playing France with Hanover native allows france units to get imperial upgrades twice
The way it works is, age up from age 1 to age 5 with victorian era tech from hanover, while queue up age 2 on your town center, after victoria era tech finish age you up to age 5, your queue up age 2 will revert you back to age 2 while allowing you to upgrade all your units to imperial. At age 4 you can revolt to revolutionary france, and if you had research all units upgrades the card grande armeé from the revolt will unlock again your imperial upgrades for your unit, allowing to have this insane stats.
