Free Surrender when bug is detected

It was previously allowed to resign in 1st minute of a match without point loss, but can’t anymore.

Guys it was supposed that with the new patch you could not resign sub 1 min in ranked and avoid game loses. I have not done it myself to test but others have resigned immediately to me and no point loss/gain was recorded. what is the current situation, is it still allowed? Has the 1min time been reduced?
