Full Screen is not working

Full screen is not working as intended since last patch. I hope it will be fixed at this patch but it doesnt.
Full screen is windowed mode. Thus I use borderless option and I experience performance issue with it.
I am running I9-9900K and RTX2070.

same happened to me, i had the same issue 20 years ago, and they STILL haven’t fixed it
