Previously I have been able to play AoE 2:DE no problem so I was surprised when my game crashed with the new update/patch. I play with a windows 10 computer (I did recently update it, still on windows 10)
Recreating steps:
Booted up game
Chose to play single player campaign
Picked the Genghis Kahn campaign
Story cinematic plays (first I watched it, other times I skipped it, same result)
Campaign begins, sometimes I can get past the intial introducing objective and actually play, other times it crashes as soon as the campaign starts running
I tested that campaign just to see if it was maybe broken and it worked for me. I beat the 1st level of Genghis Kahn and launched the 2nd one, no problem.
You might try verifying the integrity of your files in Steam? Right-mouse the game, go to Properties:
Doubt that will work, though, since you have a fresh installation and went through the steps in that other thread… but it’s worth a shot

From there, at quick glance, this article might be a good one to peruse. One suggestion there is to make sure your graphic card drivers are updated. There may be more pages linked from the above main support page that could help, too:

And in the end, a number of those support pages (or all?) give a link at the bottom to submit a request via a web form (where replies go to your e-mail address) if all else fails. Might be good to do this sooner rather than later as you troubleshoot various things, in case they are gone for the holidays (maybe they are there and can reply today? not sure):
