Game stutters after the recent update

Game starts stuttering intermittently (every 3-5 seconds) after loading into main menu, until exiting the game.
During playing matches it also stutters.
I have the HD texture pack installed and enabled.

Here’s the steps to reproduce the issue:

1. Start the game after the recent update.

Game begins to stutter.

Are you using a third party antivirus? If so, please add the whole folder of the game to the exception list.

No, only Windows Defender is enabled.

Did you try disabling the HD graphics?

Just tried. The problem seems fixed, but the FPS drop from 170 to ~60. Now it’s at least smooth.
