I think that both Georgians, Dagestanis, Circassians and Armenians could be represented using Minor Civilizations - this would require adding more Caucasian maps. The Caucasus would fit into a DLC adding Persians civ.

Not only that, I also think the Persians should have Ghilman units, while would even speak some of those languages.
Yup, I think this is the way to do it.
Basically anyone linked to Persians in anyway - close relations, battles, etc, need to take a bit of back seat for civs in the pontential pipeline. Persia is the most obvious. one of the most well-know and one of the most impactful civs in the AoE3 era.
