ISSUE EXPERIENCED
The card gives a 35% gather rate boost for all resources to Settler Wagons, but it is missing some buildings/protos.
Most importantly, the Hacienda is not included, which is obtainable from Mexican teammates shipping TEAM Alta California Territory.
The others would be much more niche, it also does not boost Farms, Fields, Rice Paddies, and Fur Trades, which I think you can only get access to by using ones teammates built.
