I am getting banned/delayed from matchmaking after the game crashes while opening. Because the game has been crashing somewhat frequently lately, I am now up to 60 minutes ban.

I recommend you to disable your mods to make sure that no mod is affecting your game.
It might be a good option too to add the whole game folder to your antivirus exception list.
Verify your files in Steam (AoE, Properties, Local files) could help too
