I realized that the Romans do not have a jingle, just a theme. They are the only civilization like this. I think that’s pretty boring and very unfortunate, as their theme can simply be abridged to make the jingle. There is no reason why they shouldn’t have a jingle. I hope the devs change this.

When I selected them and the jingle didn’t play I thought it was simply a bug.
It’s really strange because it looks like a jingle is easier to compose than a theme. Hope they add it soon.

This is a bug, not intentional. The issue is already tracked on our side.
