Compare Godi from Freyr or Thor at their strongest to Pioneers from Fuxi at their strongest.

Even so, the godi are useless units against any other unit that is not a mythical unit.

Well, the pioneer in your example has many more upgrades, and only thanks to them they become much stronger. Yet they still have less dps (devine damage calculation aside)
So Godi could use a buff in a form of more myth techs as well. Maybe a little buff to the bonus damage, but nothing big.
The comparison should not be done in a vacume:
The Godi is the only classic archer the norse has. Making them too good, will result in norse practicly having an archer which goes against their design.
It is true that Fuxi has a lot of God techs to boost it while Godi have less. The following is stuff that helps have the units be better then normal.
