No. I’d choose to believe this is for quick walling and wall construction in general. Buffing goth and Cuman are the side effect at best:

Palisade Wall build time increased (+1) and Walls has no melee armour according to balance changes. So Cuman team bonus feels much useless but we will see. I think everyone is nerfed except Goths and Cumans stone walls (doesn’t exist).
