With the new upgrades for grens for the euro civs, I would like a way to allow these upgrades for the consulate grens that China and India gets, they would be very fun and make the game play options much more interesting

Yeah as a kind of upgrade somehow, or maybe intervention unlocks some upgrade or something
Well they’re already shadowtech to veteran status +10% when you age to fortress. This may cause some kind of imbalance issue but you can’t really mass them so idk.
