Hacienda herdable bug (with allies' TEAM Alta California card)

Haciendas that are received from TEAM Alta California card do not attract herdable IF Livestock Pen is present. Herderbles still gather resources if assigned manually.

It seems Hacienda’s herdable attracting ability becomes broken when using BOTH Hacienda and Livestock Pen. Using either one of the two separately doesn’t generate this bug but together, it happens.

Here’s the steps to reproduce the issue:

Have a Mexican ally. Receive Hacienda with TEAM AC card from your ally.
Build a Livestock Pen, and make a waypoint near your Hacienda.
See your sheep don’t attract to your Hacienda automatically. same with cows.
Self-destruct your Livestock Pen, and sheep go suddenly attracted to Hacienda.

Herdables should attract to Hacienda when Livestock Pen is exist (anywhere on the map).
