@@INK_MerlinAoE - Not sure, but I think reporting a player for ‘potential’ cheating is usually done behind-the-scenes, like contacting support directly or using in-game methods(?), rather than a public forum post. This might be the page:

How do I report a player?
"If you have experienced behavior that does not uphold the World’s Edge Code of Conduct there are report buttons are in several locations in game such in chat, the lobby browser, in-game, and the post-game. Each report includes an option to choose a behavior type and include additional comments about the behavior.
“If you are reporting a player we would also like to suggest that you block the offender to help prevent further issues.”
or in the ‘Reporting’ section here may have helpful info:
Xbox Community Standards | Xbox
“If you experience or witness inappropriate content and/or behavior, we encourage you to block and mute the content and also to report the player(s) acting inappropriately and/or the piece of content itself. If you report something, Xbox will conduct a review and may issue an enforcement only on the reported item, so ensure you are reporting on the right category (for example, reporting a player’s gamertag triggers a gamertag review only).”
Edit: Yeah, historically (in past years), forum posts or threads here that publicly blamed someone for cheating or potential cheating got taken down (for example: Cheater in DE - #5 by RadiatingBlade). It’s to avoid possibly giving someone an undeserved bad name, I think:
