I had the game installed on my computer previously cannot create a new ESO account with the new copy of the game.

I used the scripts on http://agecommunity.com/101.aspx to clear my registry key for AGE III on my computer and then I was able to create an account using AGE III base game then I was able to login to the AGE III AD expansion with the new account.
