Definitely acceptable for me, but need a little more mechanical improvements to be a powerful contender for the berths of next DLC :haiti::joy::+1::+1::+1:

Great civ design! I love the fact that you included the Dominican revolution :dominican_republic: and with cards from Spain. Also the idea of having the option to turn revolutionaries back into citizens (Second Republic) sounds cool! I’m not sure the developers will want to include new civs, but your proposal is interesting and fun to read. :+1:
